Car doesn't start. It was jump started and still did not turn over. The radio, lights air doors all still work but the engine won't turn over. I saw there was a recall for this issue and the dealership stated that the issue was repaired back in 2014. Why am i still having this problem?

My car does not start at least 10 times a week, i believe its due to a faulty fuel pump relay and my vin isnt part of the recall for this and it should be. We have had all recalls taken care of, and have had the jeep in to the dealer several times for this issue with no resolution.
